I have retained a lawyer employee disability retirement. He

I have retained a lawyer for applying for federal employee disability retirement. He will get paid $9000 if I get approved, He will not get paid if I am not approved. What happens to his attorney fee is I withdraw before the application is examined? There is not clause in the retainer agreement.
