Federal law doesn't address this issue, leaving the matter to each state to make their own laws.

Nebraska has very limited laws when it comes to access to personnel files.

Personnel files can only be inspected by teachers, administrators or full time employees of public schools. That is the only state law requiring inspection of such items. For private employers, the personnel file is actually the property of the employer and they don't have to share it.
