No, nothing requires an employer to pay for holidays not worked or to pay extra if they are worked. Florida goes only by the standards set forth in the Fair Labor Standards Act (FLSA) and has not adopted any extra.
If an employee works the only requirement is that they be paid their normal wage unless it means they work over 40 hours and then they are required to be paid time and a half.
