I can no longer access my outlook email. Since last Friday.

I can no longer access my outlook email.
JA: How long has this been an issue?
Customer: Since last Friday. but it may have been a problem before... I have been in Europe for a month. I can read my email at Comcast, but I have lost my outlook calendar and contacts.
JA: How do you access your email most often? On a phone or tablet, or through a web browser?
Customer: on my PC, on which I have a short cut. When I do that now, I get a mysterious window with information I could try and reproduce here for you.
JA: What troubleshooting have you tried?
Customer: Reinstalling Office, and starting from there, to no avail
JA: Anything else you want the email expert to know before I connect you?
Customer: I don't know, he/she would have to ask me!

Which "Outlook" are you referring to? The email services at outlook.com, or the Outlook program of Office suite? If the latter, which version is it?
