I cannot change how the recovery options are setup on your Gmail account. I do not see any mention of you not being able to access your cellphone.

Unfortunately, since you have tried too many times recently, there is a block on your account so we can't use the password ***** right now. There are two options right now: Wait 12-24 hours without trying to reset your password ***** sign in OR go into your local cell phone provider store and ask if you can have a loaner phone so that a code can be sent to your phone and you can reset your password ***** way.
