OKay, i think i know how to solve this.
What the iPad is requiring is the password ***** the Apple ID that was registered on the iPad through the initial setup.
During the initial setup of an iPad (which is VERY different process than just turning it on under normal usage) it requires that an Apple ID be registered to the iPad.
So, during the initial setup.....the user setting up the iPad (I would assume it was you) the Apple ID used for registration CAN BE a current account, and you would just enter in the credentials for the current Apple ID account (username and password).
But, that same initial iPad setup ALSO gives you the option of CREATING a NEW Apple ID, if the person does not have an Apple ID.
So....what is showing on the screen of the iPad when you try to use it?
Is the iPad asking for a 4 digit code? (like a PIN number)
Or, is it asking for Apple ID, and Password?
Or, do you SEE the username already on screen, and you just need the password?
Are you able to get to the Home screen of the iPad?
