I see you wrote you could not receive texts on your phone. Is that because the phone doesn't support sending and receiving text messages?
If the phone (SMS) verification is not available, then the only other way to request a password ***** would be to answer multiple questions about the account usage such as: last password ***** date of account creation, frequently used e-mail addresses, name of labels created, etc. That will help Google to check if you are the true owner of that account.
