Please tell me when the problem started to happen. Also, are only sent e-mails being duplicated or the received ones as well?
Most likely, the cause of the problem is in Microsoft Outlook.
Please exit Microsoft Outlook and access the web mail of your e-mail account, and send a test e-mail from there. For example, if you have a GMail account, go to www.gmail.com.
Let me know if only 1 e-mail will be received at the recipient's side or more.
