Hello there, this is Gary and I will be assisting you. I see that you are having issues with Outlook synching with hotmail. I also see you have been trying to use scanpst to try to repair your pst file. If the pst file is an older file originally made by any Outlook version prior to Outlook 2010, they came with a 2Gb file size limit. Many people will copy and continue to use their pst files when they migrate to newer computers and newer versions of Microsoft Outlook. Might I recommend creating a brand new data file (pst file), then moving your mails, etc. from the old pst file to the newly created pst file. Newer versions of pst files do not have a size limit of 2Gb imposed on them.

As far as the send/receive error, once you have created a new pst file, make that the default data file in your Outlook mail profile. See if this fixes the problem. If not, please let me know what behavior/errors you receive and I will continue helping you.

Cheers,

Gary
