I recently attempted to move up to AOL Desktop 9.8.0. Why

I recently attempted to move up to AOL Desktop 9.8.0.
Why can I not sign into AOL Desktop 9.8.0?
I get the following information:
Error AC-3000 err 0x84100103
OS Unknown; ACS 4.10.1.9
TCP/IP Connection Using DUN Entry
Firewalls: Microsoft
However, I have McAfee as my firewall.
I followed instructions and check to see if the following apps were being block by both firewalls:
waol.exe
aoltpspd.exe
aoldial.exe
aolsofware.exe
They are not being denied access by Mcafee or Microsoft firewalls.
The McAfee Firewall is in charge, not the Microsoft firewall.
I have restarted by computer several times and still get the same result.
By clicking explore button, I the AOL browser goes to the internet, and I can get to my AOL mail that way, but I would like to log on the regular way.
