Initially, is the Sylvania completely / electrically dead?

No. the red led is on steady....not blinking. when I hit the power, the green starts blinking like if its coming on. After blinking about 8 times it stops blinking

The described symptom almost always points to an internal hardware issue. The systems is detecting a fault thus kicking in auto-protect mode.

Are you then considering a DIY (do-it-yourself) repair approach? If yes, do you have access to and familiar with a multi-meter (and even perhaps a soldering iron)?
