then go to
Security Center (search for it if you can't see it)
and go to the Firewall section and tell me what you see there (programs, and their status)
then go to the Anti-virus section, and tell me what you see there in terms of programs listed there and their status.
Try it with the mouse in the upper right corner.
When you see the magnifying-glass Search icon, click on that, type in Control Panel, and go from there.
