Initially, is the battery fully charged?
Have you tried powering on with the AC adapter / charger still plugged in?
Appreciate these additional information.
Are you able to remove the battery?
If yes, can we try the Acer without the battery installed and running just on AC power?
What is the Operating System of the Acer please?

I am able to provide phone call service. However, the system would only allow US numbers.
Are you able to boot in SafeMode?
If not and as it would appear to be an internal hardware issue, are you then considering a DIY (do-it-yourself) repair approach? If yes, would you be comfortable opening the Acer to work on the inside?
