Check your voicemail messages. They may be being stored on the Panasonic device itself... in which case, your 'one ring and hung up' calls are actually being taken by the built-in voicemail system, in that case.

What phone line service do you have, please? Landline/POTS/analog, or digital/UVerse/Comcast/MagicJack/VoIP/Vonage?

(I ask, since this can affect how the phone line works etc.)

If the internet is AT&T, then you have DSL on the line.

Is the internet recently installed?

And, is there a 'DSL filter' on the line from the phone? it might be needed, for incoming calls to work correctly.

A DSL filter looks sort of like this, and several of them are provided with any DSL internet package:

If you have a spare DSL filter, I advise swapping out the spare one, with the one that leads to your Panasonic phone. That may be all the cure this situation needs. (DSL filters do go bad, with time, despite having no moving parts and otherwise seeming like the simple device that should last imperviously through all time in-use.)

That sounds very puzzling!

Can you hear what your own voice is saying?

How long between the end of your own voice, and then the busy signal?

If it varies in its response to test-calls like that, then something odd is going on.

I have no idea whether you have a problem with your phone, or with your phone line.

But, given that your own voice responds, you are getting in touch with your voicemail system in some fashion.

Is it your AT&T voicemail, or the voicemail on your KX phone? I am not sure at this point... but your KX phone seems to be taking no voicemail messages.

So I advise you, at this point, to contact AT&T. Ask them to check your line status, esp. for incoming calls. See if there is any problem ... they appreciate a customer asking for a line check and status check, it helps them find and cure problems with the AT&T network, all the faster.
