I have an iphone 4S and T-Mobile is my carrier. Awhile ago whenever I turn phone on a screen appears that asks me what I want. I don't want the screen. I may want my camera. After a bit it understands that I want my camera so it says "In order to access
your camera you must put in your password" That is annoying. Can I get rid of this "service"?

You can turn off this feature by going to settings, password ***** turn off password *****

Doesn't pass code prevent people who find phone from using it?

Normally you can access the camera from the welcome screen simply by swiping upward on the camera icon on the bottom right corner of your screen, however, to see your pictures, you must always enter your pass code.
