Hi. You could always use a computer and a video capture card that can do SECAM and then a separate video converter or the computer build in one if it have one on the video card you have.
I always wanted to try that one myself:

but the video about it and a C64 made me wonder how picky it was (perhaps it is only a fiddling to do in the Vic Chip potentiometer on the C64 side as most comment seem positive about that one).
Atlona usually made good converter, the problem is that they are always discontinued fast, here is one that should do the job:
