I was browsing. Got a pop up - - ATTENTION Your mobile device has been blocked up for safety reasons. - - Amount of fine is $250 you can settle with PayPal.
I tried shutting it down, but it doesn't go away.
How can I get rid of it?

You need to find out which app is giving you this ransonware virus and delete it.

Follow steps 1 to 4 and delete the problematic app also.
If you can't find what's the problematic app you will need to reset the Kindle Fire to factory settings.
