You might get some result by using that exact page to request the model 19 manual.
Other sources... well, they suggest that maybe you need to double-check your model number. Look for the manufacturer's label - on the back side or the underside of the device, perhaps. It should state the model # ***** full... and if it turns out to be model 190, there are easily findable sources for that model # ***** Wavetek.

The unit is a Model 19.Not a 22 (easily found on the internet)

One source online says (when a request was made in a forum for an operating manual for the model 19) that the model 21 is similar outwardly, and that a manual for the model 21 might be quite helpful.
