The most common and likely cause to this type of problem(doesn't thread film) is the shutter gear.
The shutter gear is worn out.
It needs to be replaced to get everything back to alright.
I did see a large gear at the bottom with a large V cut into it. now how do I get this gear and instructions to show how to replace it?
The projector already have limited support since its a vintage one. Even kodak site doesn't support this projector anymore. All the information related to this projector is limited.

This manual is not for the exact model of kodak 477 but the process is almost similiar.
I will go for manual latter hope it tells how to open the projector case and the gear out now I need to know how do I find the gear?
