You will need to remove the batteries from the both the phones. You will need to unplug the phone from the telephone line and the AC power. Let me know what happens. Good luck.

did all that - put back together and repluged - same problem. Now what?

Okay. Then the problem is with the line. You can contact your service provider. The fix for it is that the lines need to be checked. The lines are of low voltage so don't worry you won't get a shock(if you are plannig to fix it yourself). Then the demarcation point(demarc).In every line problem, the demarc has to be checked. I wish I had an easy fix or a better reply. If all the lines are found out to be correct, send the phones to Panasonic because the problem is in the main board of the phone. Usually a cold join is the reason.
