The cable that you plug to the laptop has two wires inside. One thin wire at the center which is wrapped by a braided wire. The thin wire's insulation broke and now it's touching the braided wire. They are shorting out. This explains why the charger get's hot. Do not use the charger because there is a risk of fire. You need a new charger for the laptop.
