When i insert sibelius 7 as a re-wire device, sonar creates a synth track for it, but i cant open sibelius. It does nothing when i click the synth icon

Hi there,
Go to Options - Global - VST Plugins and set the path for the plugin.
Enable "Scan for VST plugins".
Restart the computer, relaunch Sonar Studio, and try again.

Not helpful.
In Sonar x3 Studio, when i open the Sonar browser, i can insert vst synths OR sibelius 7as a RE-WIRE devise. Sonar creates a track and it shows in the track view.
When i click on the sibelius icon, it should open sibelius in re-wire mode. nothing happens.
When i open sibelius 7.3 as a separate program & i go to "audio engine options"- their is a section for scanning vst folders, as well as a re-wire section with 2 buttons.
1st button says "repair", but it is inactive
2nd button says "fix" , but is also inactive

The re-wire is made by" propellerhead". It is a .dll file in:
C\program files \ common files\ propellerhead software\ re-wire.dll (version
