Hi, thank you for contacting JustAnswer.com. My name is Russell. I will do my best to provide the right answer to your question.
I presume you want to use the Piano Designer app (the only Android-oriented app that Roland offers that I can find easily) on your Tab 3, with the Roland keyboard.
If so, that app's page is here:

However, it says the E600 is not supported with that app, unfortunately.
As for just connecting the two... you might need to try a USB cable with appropriate cable-end-types on each end of the cable.
It's either that, or use a wireless adapter with the keyboard such as
Roland WNA1100-RL or ONKYO UWF-1
and also you would need a wireless router that supports WPS Setup, as an intermediary for the wireless connection from and to your Tab 3.
