Hi Toby, welcome back to justanswer.com
Fluorescent starters are ancient technology. I highly recommend that you consider installing an electronic ballast. This newer technology should opertate trouble free for years, only needing to replace lamps from time to time.
I know this might not be what you want to hear so I will opt out so another expert can assist if you really want to go down that road.
Hello, I can help you with this issue. If you have already purchased replacement parts you can see how to wire it using the basic wiring diagram here: http://3.bp.blogspot.com/-wc85IszHmqk/TxLL3rPWi-I/AAAAAAAAAf4/lqv6ZGLO2Ts/s1600/Wiring-diagram-of-Fluorescent-Tube-Light-.JPG
