Fluorescent starters are ancient technology. I highly recommend that you consider installing an electronic ballast. This newer technology should opertate trouble free for years, only needing to replace lamps from time to time.

I know this might not be what you want to hear so I will opt out so another expert can assist if you really want to go down that road.
