Stll isn't clear with answer ,is the panel box above big enough to handle 4 - 60 amp breakers with 6/3 to each suite sub panels? Also is the Homeline 6-12 circuit , 100 amp panel suffice for each suite? I sent a list last week stating which each suite contains., 1 fridge ,1 8ft counter area in kitchen, 1 small bath with shower and vanity, 1 small bedroom and one sitting area. Entire apt approx. 360 sq ft ( each suite)

No, you'll need 100A SER. That is a 4 wire cable. 2 hots, 1 neutral and 1 ground. Your house service and panel are too small for 4 apts and a house load.
