is there any reason I cannot mount an electrical panel sideways?
JA: How old is the system in question? And have you consulted an electrician yet?
Customer: The house is on a river and the panel was originally mounted under the house, which was flooded in a hurricane
JA: Do you plan on doing the work yourself?

See NEC ART110.3B. Installations must conform to the listed and labeled information on equipment. Never saw a panel allowed to be mounted sideways. You might consider installing it on the first floor or on the exterior to avoid flooding in a basement.
