Well the best thing possible is a visual inspection without a tester. You'll need to open the panel and look to see if there are signs of arcing and if there is corrosion on the terminations. Let me know what you find. It takes time to read and answer, I'll be with you till the end.

Well without a tester there isn't anything more that can be done. Pick up a Volt/Con type tester at any home centers and we can continue.
