i want to purchase a harbor freight variable speed lathe that is variable from 600 to 3000? rpms. I need it to turn down to 200 or 250 rpss. Any way?

I would be hesitant to turn it down any further, it could void your warrantee and damage the motor.

Could I put on a different motor

I dont think so, you could try a fully variable speed control, like what you can use for a ceiling fan, it may do what you want it to do, be sure the amperage rating is with-in the range of the motors name plate rating. the motor should have a name plate stating the amperage on the unit.
