My bathroom outlet quit working wheel my wife was using a hair dryer and then went to another bathroom and that one quit as well. No tripped breakers. I have tried to replace one with a gfci outlet. Meter I'd reading .49

You'll need to check for a bad hot wire connection either at an outlet ahead of that one or possibly at the panel. Having low reading on both neutral and ground indicates the bad connection on the black wire.
