Customer: Hi...my name is***** issue is the top floor of my house is without electricity.....we've checked the breaker....and still nothing.....not sure what the issue is

Can you borrow the multimeter from neighbor maybe? Also once we get the tester we will need to take the cover off the panel to check each breaker. Are you ok with that?
