i turnee off breaker--i still received a slight shock when undoing wiring , why? Is it safe to keep going to uninstall heater to install new?

I undid red and black wires, BUT after undoing last two black wires, I felt the shock. Is it safe to keep going, why would I feel this shock?

Do you have a volt meter you can use to read between the wire that shocked you and a surface that is grounded?

It's possible something isn't properly grounded, and it is therefore using the piping system to pick up a ground, or even a neutral.
