Can the emergency lights on an exit sign be changed?

Yes .
They are designed to be replaced
and should be checked on a regular basis.
If the sign itself does not have battery backup
In the event of a power failure
it should have emergency lights that
shine directly on the sign and the means of egress.
NOTE: some fire codes require that the exit sign
it self have power failure lights internally.
The bulbs in all of these devices should be replaceable.

But how do you replace the bulbs? There is no way to take the bulbs out

Depending on the type of fixture some pull straight out with a slight
wiggle. Rocking motion, dont force.
Others you push in and turn slightly.
Ones mounted in a plastic housing
usually the housing turns and comes out with the bulb
If this does not work try try to get me a model number

They should be kind of flat on the bottom
where they go into the socket.
