My mother has a GFCI outdoor outlet that will not reset. I

My mother has a GFCI outdoor outlet that will not reset. I need the circuit to be active to run a sump pump in the basement. I'm thinking the GFCI is sensing some sort of ground fault and instantly opens up whenever I try to reset it.

How can I get power to the sump pump. There was a storm and we need to remove water from the basement. She has approx. 4 - 5 inches of water in her basement. Is it safe to enter the basement and power the sumo pump from another circuit? Any suggestions?

Outdoor receptacles and basement receptacles. The basement receptacles have two sump pumps on them.

Unplug everything on the circuit, to see if it will reset. If it doesn't replace the GFCI.
