All work must be permitted and inspected. WE KEEP GOING UNTIL YOU HAVE THE INFORMATION YOU NEED. I must come and go. This is step One.

Hello, welcome to Just answer !

During construction and before the hook up is complete they are not required to bury the cable, but good construction practice is that they barricade the area so people can't step in the trench and injure themselves...its a liability risk for them.. Construction sites are rife with such situations.

They are required to leave the trench open by law so that the city can inspect for the proper sand base, depth and back fill.

The are required to fill the trench after the inspection and when all work is done.

Let me know if that seems to be whats going on in your situation or not,

We keep going until you have the data you need.
