Hi. My name is Tim. I will be glad to assist you with your questions.It really depends on your local requirements.Different jurisdictions enforce there own things.More then likely you will not have to upgrade to that extent.Normally when upgrading service you will have to upgrade everything from service to breaker Panel, to new code.

2011 code define modifications 21012b? I guess i'm wondering if modifications is the same as up grading?

Yes it it can be the same,if you were adding additional space,or finishing a basement or if you did a large remodel this is where you would need to have new install comply with new code.Generally with a service change this is not required.
