can i mount 'vanity lights' outdoors? and if so what's the first step in hooking them up?

When you say vanity lights are your refering the the bulbs or the whole light fixture?

Any light fixture mounted on the exterior of the home must be wet location rated, The unit will be labeled as such from the manufacturer, you cannot seal a non outdoor/non wet location rated fixture yourself. The product will be UL listed for outdoor location. With that said most vanity lights I have had experience with are at best "damp" location rated, which would not qualify unless under a shelter outside (and this would be pushing the limitations of safety), if you can find a vanity fixture that is wet location rated it would be fine, I am unaware of the existence of such a fixture.
