No, asbestos is not legal to use anymore. It's just something from the mfg process when they make the cable. It's nothing to worry about at all. I see it when I open a cable too. It's nothing
Its a old cable maybe 10-20 years. Ok so we both agree then white powder of sorts is there.
I can only presume it serves a purpose maybe to do with fire prevention risk or something. Whats the name of the powder used?

they have used abestos in 5000 products over the years and with this being an older cable
makes me very suspicious
