-Could you explain your situation a little more?

Customer replied 1173 days and 9 hours ago.

At time, when the Switch is turned on, the lights do not turn on, flipping of the switch several times allows the lights to turn on, sometimes fully (all bulbs), and sometimes partially (1 or 2 of 4 bulbs).

Brightness is good as bulbs are new.

Should I change the entire fixture or is it something else - wiring, etc.?

Hi, The wiring is fine. It is certainly the ballast. It is easier to change this out than it is the entire fixture. The ballast will just take 10 minutes to change. For this you will need about 8 small Orange wire nuts and very basic tools. You just re-connect color for color as before using wire nuts.

The ballast about is $35 from Home depot.
