Which color wire in a three wire cord is the hot wire if the colors are brown, white - green and blue in an ItalXXXXX XXXXXght fixture from Venice?

Brown is hot, blue is neutral, and green/yellow is ground, but in this case the green/yellow is changed to green/blue. Still it correct as I say. Seems the Europeans (and I am one) can't get anything quite straight between themselves.
