does it help you to know that when i unplug the sump pump, the fuse stays in place. when i plug the sump pump in, the fuse blows.

Yes that does help. But without a meter to trouble shoot the only thing I can conclude from this is that your pump is bad and needs to be replaced. In reality - even with the use of a meter im sure we would come to the same conclusion.
