how do you move a electrical outlet from bottom of wall to center   of wall for a flat panel lcd tv.

I would not suggest physically moving the outlet - rather tap from the outlet and run the wiring into a box specifically designed for it. Its called the lcd flat screen outlet box. Its designed for electrical and surround sound wiring. You can pick one up from any graybar or electrical supply house that carries arlington products.

First shut the power off - then open up the hole for the new tv box that I showed you above. Then take a piece of a metal fish tape or some other device you can use your pushing wiring up the wall and attach the wire to it and pull the new wire up the wall.
