I am attemting to wire a cord, which has a ribbed side and a smooth side, to the wires coming from the home whic are black and white... which wire connects to the positive (black?) and which to the negative(white?)

The ribbed wire is the neutral and connected to your white wire. The wire inside the smooth would be connected to the black (hot) wire.
