how to fix open neutral and open ground in an electrical outlet

what kind of testing equipment do you have? Plug tester or multimeter?

One of village code inspector visited my property and advised me to rectify these errors in two outlets. It seems he used plug tester - three prong which has three lights.

in one outlet it is open neutral and in the other open ground.
Ok what you need to do is go to your local home improvement store and purchase a plug tester. Then find a good outlet next to the affected outlets and open both of them up. When you do - redo the wiring like this:
Its called pigtailing. This will fix the connection problems that you currently have. Now when you go to re-terminate your wiring to your devices, you will want to utilize the terminal screws.
