When I plug my charger into cart there is no hum or noise from charger. I tied a friends charger which works on his cart but it reacts the same as mine All connections are clean

Do you have a voltmeter to check the connection on the cart? You are not getting battery voltage to the charger connection. Connection can be bad, or the wires from the connection to the battery pack is broken or corroded. Charger connection should read the same as the battery pack, 36 or 48 volts.
