the batteries were drain down and I disconnected them and found I had 49 volts between the red lead and the positive side of the battery. This tells me I have a short, but where.

I have 280 ohms across the resistor.

?? If batteries were drained, they would not have 49 volts.?? What was cart doing? Would not drive?

I recharged each battery and had a total of 49.6 volts. But when it was charging it would not hold charge. When I put the positive back on ( with all the other connected) there is a large spark. I then check the load between the red wire and the positive on the battery and it showed 49 volts. A load? The cart had no power. It seemed to have a battery drain now.

If you remove one of the small wires on the solenoid, can you hook up the batteries? If so, the solenoid is being held closed by the foot pedal or wiring to it.
