I just got a ruff and tuff electric golf cart from my cousin

i just got a ruff and tuff electric golf cart from my cousin hardly used and all the lights work and batterys look brand new. i plug it in and it seems to charge but it will barly go, not making any noise but will hardly move

Do you have a voltmeter to test the batteries and charger output?

Check battery voltage before plugging in the charger, then with charger plugged in.

Voltage has to increase by at least one volt.

Yes and it shows that it's 100% charged, all the light are full brightness, it has a section on the charges that shows 5 bars down to one, it's on 1 now and a green blinking light that shows 100 percent. It's hardly ever been used the last time someone used it they left it unplugged and now it doses want to go. It goes forward and backward for a few and then stops

sounds like battery has surface charge and no amps!
