my 95 electric cart has taken a full charge..lite..surge

my 95 electric cart has taken a full charge but when you press the "gas" pedal it just gives a lite alternating surge but wont go. The charge indicator shows full and when you press the pedal it flashes back and forth between the two farthest right bars. What gives?
