I've had a 6 month old Cocker Spaniel for about a month and he has done his pee and poop only once outside. I have a room inside where the floor is covered with old plastic
shower curtains and pee pads. It's hit or miss whether he does it on a pad. When taken outside on a leash to my large backyard, he will sniff constantly around (for as long as a half an hour) before I give up and bring him back inside. This occurs even when I place a recently used pee pad outside and walk him directly to it. I've tried leaving him out on a tie out line; however, he goes crazy when I go in and he looses sight of me.
Note: He was recently neutered (about 2 weeks ago), but this made no change.
Help, almost ready to take him to the SPCA.
