That inflammation may be due to corneal injury (abrasion, ulceration) or arise secondary to intraocular diseases such as glaucoma (increased intraocular eye pressure) or uveitis (inflammation of the iris and its attachments). It's a danger sign and needs to be attended to by a vet at your earliest convenience.
