What other symptoms of illness have you seen?
There are quite a few things that can cause this from liver issues, to urinary crystals to just having concentrated urine. Can you attach the picture so that I may see what you are seeing?
If this is what his urine looks like, the first thing I would recommend would be a urinalysis to check for urinary crystals and for white blood cells. Both of these can cause clear urine to turn opaque. If crystals are found, your vet may recommend x-rays too. At 13, it may also be wise to check a full panel of blood work. Depending on what they find with the urine, your vet may recommend a diet change, course of antibiotics, etc.
